OLD TIRES — Whole tires are banned by law from landfills in the State of Missouri. Tires can be quartered or cut circumferentially (like a bagel) and landfilled. They can be recycled by any Scrap Tire Processor. Tires must be brought directly to a processor, a tire dealer or hauled by a permitted tire hauler in Missouri. Any retail store that sells tires must be willing to take at least the same number of used or scrap tires at the time of purchase for a fee, usually about $2.00 for a standard passenger car tire. This fee is to cover the retailer’s costs. There are also regulations on the number of tires that can be legally stored, and how they must be stored safely. See 10 CSR 80-8 or R.S. NEW TIRES — For every tire sold retail there is a 50¢ per tire fee charged. The Missouri Department of Natural Resources uses these funds to enforce the scrap tire laws, and to fund cleanup of scrap tire piles. So far over 12 million passenger tire equivalents (PTE) have been collected. (PTE = total weight of tires in pounds divided by 20 pounds, or the average weight of a passenger tire). Four million PTE were removed from one site in Callaway County alone. So far nearly 400 sites have been cleaned up with these funds. The $0.50 fee was reinstated in 2009 by the General Assembly.     Railroad tracks, 1024 Westminster Avenue, 9 a.m. - 1 p.m.

Tire Collection Rules:

  • $1.00 for each tire 16″ or smaller, $2.00 if on the rim. Car tires, pick-up truck, SUV tires and small trailer tires each count as one car tire. Bicycle and motorcycle tires are charged at their approximate weight in car tires.
  • $5.00 for tires larger than 16″; $10.00 if on the wheel.  This includes over-the-road truck tires or rear tractor tires.
  • There is a 50-tire maximum, although more than 50 tires may be brought to a tire collection if prior arrangements are made with MMSWMD District Manager.
  • Tires must be from Region H counties of Audrain, Boone, Callaway, Cole, Cooper, Howard, Moniteau or Osage.

MMSWMD On-Site Tire Clean-up of Private Property

For property owners that have an estimated 50 - 500 waste tires MMSWMD will contract with a firm to do an on-site cleanup of private property, if:

1. The property is deemed suitable for a cleanup by the District Manager and the Executive Board,

2. The property owner will enter into an agreement to remove all waste tires from the property, to not collect, burn or bury tires in the future, and to allow the permitted tire hauler access to the tires,

3. The property owner agrees to pay a sum equivalent to the rate described above, as estimated by the District Manager.

The District Manager may count extraordinary labor efforts toward the removal of tires toward the property owner’s credit if approved by the Executive Board. Tires must be stacked near a road or drive for accessibility by tire hauler. The tire hauler will be chosen from a list of approved tire haulers that have been selected from responding to a formal RFP.
