MMSWMD Application Guidelines and Summary
The MMSWMD receives money from the Solid Waste Management Fund each year based on a formula. MMSWMD awards most of these funds to “subgrantees;” cities, counties and private organizations to promote waste reduction, recycling and to help find safe and legal options for disposing of items banned from landfills.
For FY2009, we expect that we will have about $400,000 available for subgrantee and district projects. There will be three grant deadlines for small grants and one for large grants.
Please note:
- The Application Form has been replaced by the Applicant Profile sheet.
- There is no place for a signature on the Applicant Profile sheet; instead applicants must sign the Checklist.
- The budget categories have changed.
- There is a worksheet to help with developing and documenting the application budget.
- The Diversion Projection Worksheet is designed to help applicants develop a more realistic figure for predicted diversion and used by the Advisory Committee as criteria and scoring grant applications.
- Failure to submit required items will result in point deductions.
STANDARD GUIDELINES
- Grant applications for $5,000.00 or less will be judged with small grants, unless the total project plus match exceeds $20,000.
- Any application fro $5,000.01 or more will be judged with large grants as will grant projects with total budget of match and grant funds that exceeds $20,000.00.
- A 25% of total project costs match is required of all applicants unless the MMSWMD Executive Board allows a lower number before the grant deadline. For a grant award of $45,000.00 a minimum of $15,000.00 in matching funds or in-kind services must be pledged.
- A lien will be filed on any purchase of equipment for $5,000.00 or more that uses district grant funds. The amount of the lien will equal the amount for the grant funds actually reimbursed on that piece of equipment. MMSWMD will file the lien on-line with the Missouri Secretary of State’s office and the grant recipient will either reimburse MMSWMD for the $10.00 fee or it can be deducted from grant funds. The lien is forgiven at 25% each year and completely forgiven four years from the start date for the grant.
