Executive Board

The MMSWMD Executive Board is made up of one representative for each County and each City with a population over 35,000, for a total of ten spots.  The Executive Board meets approximately once a month, conducts most of the business including: approving payments of bills, entering into contracts, appointing the Advisory Committee(s), electing its own officers and approving the District Grants.
Executive Board Members for Fiscal Year 2010:
  • Audrain County - Tom Groves, County Commissioner Western District, Serves as Vice Chair for the Executive Board
  • Boone County - Frank “Skip” Elkin, District II Commissioner
  • Callaway County - J.C. Miller, City of Fulton Solid Waste Superintendent, Serves as Treasurer for the Executive Board
  • City of Columbia - Mary Ellen Lea, Operations Manager
  • City of Jefferson - Charles Lansford, Assistant Director Community Development
  • Cole County - Jeff Hoelscher, Eastern District Commissioner
  • Cooper County - M. L. Cauthon III, Director of Public Works, Boonville; Serves as Chair for the Executive Board
  • Howard County - Pat Cunningham, City Administrator/City Clerk, New Franklin
  • Moniteau County - Kim Roll, District II Commissioner
  • Osage County - Vince Samson, District II Commissioner
